The construction of the electric power line has been slowed down, locked, revamped and rediscovered dozens of times, because of the discussions between who accept such modernization, despite the inconvenience it might bring, and who opposed obstinately. The mayors of the municipalities concerned on this power line behaved differently: some declined the individual meetings that Terna proposed to reach economic agreements, others instead accepted without remorse the monetary compensation that the company proposed in exchange for the construction of a visible electrical line in their own territory.
A judicial process was opened in 2015, ended only in March this year in favor of Terna, which will complete the work and finish the building.
The Five Star Movement, an Italian party, is the main opponent of this decision. It emphasizes that the Friuli Venezia Giulia Region already produces enough energy for all its territory, but often it is exported to neighboring countries, especially Slovenia and Veneto.
In reality, is the landscaping impact that damage that worried the most the Movement and the population: for both this new constructions will ruin the evocative image created by the contrast between the Alps and the cultivated fields, so far remained a suggestive natural landscape not humbled by human installations.
Terna, on the other hand, argues that the environmental impact would not be so bad considering that the pylons, despite their height, would be confused in the landscape and not disturbing it significantly. Just from a short distance they can really ruin the nice view.
Bury for Terna means have costs up to ten times higher than those faced, and for that reason this option was absolutely rejected. Citizens and Movement calculate instead that with this amount could be buried up to three lines, taking advantage of current constructions of new motorways that have already begun excavation work in the territory.
The construction started and not yet completed of this power line has been long and troubled, with many slowdowns that led to a further waste of resources due to a way of thinking called "NIMBY", "Not in my backyard. " This English phrase is used to define those behaviors, especially about public works, where people want certain benefits but without any negative effect on them. Thanks to the continuous blocks and recourses, the structure is now built for about 80%, with uprighted but not working pylons due to the blockade of work that has slowed down the progress of the buildings.
Elettrodotto e controversie in Friuli Venezia Giulia
La costruzione dell’elettrodotto è stata rallentata, bloccata, rivista e ridiscussa ormai decine di volte, mettendo a confronto i pensieri di chi accetta tale ammodernamento, nonostante i disagi che potrebbe portare, e chi si oppone ostinatamente. I sindaci dei comuni interessati si sono comportati in maniera differente, tra ha declinato gli incontri singoli che Terna proponeva per raggiungere accordi economici, e chi invece ha accettato senza remore o quasi le compensazioni monetarie che l’azienda proponeva in cambio della costruzione di un elettrodotto a vista nel proprio territorio. È stato aperto poi un nuovo procedimento giudiziario nel 2015, conclusosi solo a marzo di quest’anno a favore di Terna, che potrà così concludere i lavori e completare l’opera.
Contro tale decisione vi è specialmente il Movimento Cinque Stelle, che sottolinea come innanzitutto nella realtà la regione Friuli Venezia Giulia produca già energia sufficiente per il proprio territorio, ma questa venga spessa esportata in luoghi vicini, specialmente Slovenia e Veneto.
In realtà è l’impatto paesaggistico il fattore che più preoccupa sia il Movimento che la popolazione, in quanto si rovinerà così la suggestiva immagine creata dal contrasto tra le Alpi Giulie e i campi coltivati, finora rimasto un quadro naturale suggestivo e non imbruttito da installazioni umane.
Dal canto suo Terna sostiene che l’impatto ambientale non sarebbe assolutamente così negativo, in quanto i piloni, nonostante l’altezza, si confonderebbero alla vista lungo il paesaggio, senza deturparlo in maniera significativa se non a poca distanza.
Interrare per Terna avrebbe portato a costi fino a dieci volte superiori a quelli affrontati, motivazione per la quale tale opzione è stata assolutamente scartata. Cittadini e Movimento calcolano invece che con una cifra del genere si potrebbero internare fino a tre linee, sfruttando poi le odierne costruzioni di nuove autostrade che hanno già iniziato lavori di scavo nel territorio.
Il percorso, iniziato e non ancora ultimato, di questo elettrodotto è stato lungo e travagliato, con rallentamenti ingenti che spesso hanno portato semplicemente ad un’ulteriore spreco di risorse a causa di un tipo di tipologia di pensiero detta “NIMBY”, “Non nel mio cortile”. Questa frase inglese usata per definire quei comportamenti, specialmente in riferimento ad opere pubbliche, che portano le persone a volere si determinati benefici, ma senza che alcun effetto negativo ricada su di loro. Grazie ai continui blocchi e ricorsi, ora la struttura è costruita per circa l’80%, con piloni eretti ma non ancora funzionanti a causa del blocco dei lavori che ha rallentato di molto l’avanzamento delle costruzioni.
